Le guide pratique vise \u00e0 renforcer les capacit\u00e9s des ISC \u00e0 mener des processus cl\u00e9s en mati\u00e8re de gestion de la qualit\u00e9, plut\u00f4t qu\u2019\u00e0 d\u00e9finir ce qui devrait figurer dans les composantes sp\u00e9cifiques du syst\u00e8me pour l\u2019ISC. Cela aidera les ISC \u00e0 d\u00e9terminer les politiques et proc\u00e9dures adapt\u00e9es \u00e0 leurs besoins pour r\u00e9pondre aux exigences organisationnelles des normes et aux objectifs de qualit\u00e9 qu\u2019elles \u00e9tabliront. Des ressources suppl\u00e9mentaires sont fournies dans les sections respectives, notamment des conseils techniques de mise en \u0153uvre (c\u2019est-\u00e0-dire comment \u00e9laborer des objectifs de qualit\u00e9, comment identifier, \u00e9valuer et traiter les risques li\u00e9s \u00e0 la qualit\u00e9, comment planifier le suivi, comment analyser les r\u00e9sultats du suivi, etc.) et les outils\/mod\u00e8les sugg\u00e9r\u00e9s (c\u2019est-\u00e0-dire les mod\u00e8les de gestion des risques li\u00e9s \u00e0 la qualit\u00e9, les outils de suivi, les outils d\u2019\u00e9valuation, etc.). Pour faciliter la compr\u00e9hension des concepts, des exemples sp\u00e9cifiques aux ISC sont fournis pour chacun des principaux processus de gestion de la qualit\u00e9. Il comprend une formation professionnelle int\u00e9gr\u00e9e qui renforcera les capacit\u00e9s des ISC dans diff\u00e9rents aspects de la gestion de la qualit\u00e9. Dans le cadre de l\u2019initiative pilote, l\u2019IDI pr\u00e9voit que les ISC participantes disposeront d\u2019un SGQA adapt\u00e9 \u00e0 leurs besoins, qui favorisera l\u2019am\u00e9lioration continue \u00e0 long terme gr\u00e2ce \u00e0 son m\u00e9canisme d\u2019autocorrection int\u00e9gr\u00e9.  <\/p>\n<p style=\"text-align: left\">Les ISC participantes \u00e9laboreront des politiques sur le SGQA apr\u00e8s avoir analys\u00e9 leur situation actuelle, ce qui jettera les bases de la mise en place initiale du syst\u00e8me. L\u2019IDI fournira un encadrement en ligne et des visites sur place tout au long du processus. Toutes les activit\u00e9s pilotes sont g\u00e9r\u00e9es dans le syst\u00e8me de gestion de l\u2019apprentissage (SGA) de l\u2019IDI.  <\/p>\n<p style=\"text-align: left\">\u00c9tant donn\u00e9 que le projet pilote exige du temps et des ressources de la part des ISC, l\u2019IDI a \u00e9valu\u00e9 la pr\u00e9paration des ISC qui ont manifest\u00e9 leur int\u00e9r\u00eat \u00e0 participer au projet pilote mondial du SGQA.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<section id=\"section-id-njBeNKZsZiVp0YlFyPWJP\" class=\"sppb-section sppb-section-content-center\">\n<div class=\"sppb-row-container\">\n<div class=\"sppb-row sppb-align-center\">\n<div id=\"column-wrap-id-NBmNkKESF1FQmp5cbV3X8\" class=\"sppb-col-md-9 \">\n<div id=\"column-id-NBmNkKESF1FQmp5cbV3X8\" class=\"sppb-column \">\n<div class=\"sppb-column-addons\">\n<div id=\"sppb-addon-wrapper-UkfE9dLp4sYqU8ZPJ2tvC\" class=\"sppb-addon-wrapper addon-root-text-block\">\n<div id=\"sppb-addon-UkfE9dLp4sYqU8ZPJ2tvC\" class=\"clearfix \">\n<div class=\"sppb-addon sppb-addon-text-block \">\n<div class=\"sppb-addon-content \">\n<p style=\"text-align: left\">Les ISC s\u00e9lectionn\u00e9es sont invit\u00e9es \u00e0 d\u00e9signer une \u00e9quipe multidisciplinaire compos\u00e9e de membres poss\u00e9dant une exp\u00e9rience et des connaissances collectives en mati\u00e8re de normes d\u2019audit, de diff\u00e9rentes pratiques d\u2019audit, de m\u00e9thodologie d\u2019audit, d\u2019assurance qualit\u00e9, de planification strat\u00e9gique, de recherche et d\u2019\u00e9laboration de politiques. Le projet pilote r\u00e9pondra aux besoins des ISC au niveau syst\u00e9mique, de sorte que l\u2019\u00e9quipe devra \u00eatre dirig\u00e9e par un chef d\u2019\u00e9quipe issu de la haute direction. <\/p>\n<p style=\"text-align: left\">La premi\u00e8re s\u00e9rie du projet pilote mondial a impliqu\u00e9 12&nbsp;ISC des r\u00e9gions anglophones (c\u2019est-\u00e0-dire EUROSAI, CAROSAI, ASOSAI et AFROSAI-E). Afin de maximiser les avantages qui peuvent \u00eatre tir\u00e9s de la coordination entre l\u2019IDI et le secr\u00e9tariat de la PASAI, et dans le but d\u2019avoir un soutien personnalis\u00e9 pour la r\u00e9gion, l\u2019IDI et le secr\u00e9tariat de la PASAI ont d\u00e9cid\u00e9 de mettre en place une initiative SGQA distincte pour la r\u00e9gion. Six&nbsp;ISC qui ont particip\u00e9 \u00e0 l\u2019atelier de formation professionnelle en personne sur le SGQA \u00e0 Nadi, aux Fidji, participent au projet pilote. Les exercices et les \u00e9tudes de cas sont con\u00e7us pour donner aux \u00e9quipes des ISC la possibilit\u00e9 d\u2019\u00e9tablir des objectifs de qualit\u00e9, d\u2019identifier et d\u2019\u00e9valuer les risques li\u00e9s \u00e0 la qualit\u00e9, de r\u00e9pondre aux risques, de mener des activit\u00e9s de suivi et de correction, d\u2019\u00e9valuer le syst\u00e8me et de r\u00e9aliser certains aspects des examens de la qualit\u00e9 de la mission. Le contenu refl\u00e8te les conditions, les principaux probl\u00e8mes et les d\u00e9fis du secteur public afin de faciliter la simulation de la mise en \u0153uvre r\u00e9elle des processus de gestion de la qualit\u00e9.  <\/p>\n<p>Le cours de six&nbsp;s\u00e9ances peut \u00eatre dispens\u00e9 en ligne ou en pr\u00e9sentiel, les deux avec une approche d\u2019enseignement mixte. Les activit\u00e9s synchrones varient de plus de 20&nbsp;heures \u00e0 plus de 30&nbsp;heures de formation, selon le mode de prestation. De plus, les participants doivent consacrer environ 15&nbsp;heures \u00e0 la r\u00e9alisation des activit\u00e9s asynchrones.
