Together: Empowering SAIs Through Effective, Inclusive, and Ethical HR Governance

TOGETHER combines learning, practice, and peer exchange to help SAIs strengthen human resource management, ethics, and inclusion in a practical and sustainable way. The initiative offers a blend of guided courses, self-paced learning materials, and hands-on tools designed to support SAI teams throughout their development journey. By joining, participants gain access to a growing library of global resources, templates, and case studies — everything they need to apply good HR governance, ethical leadership, and inclusive practices within their own organisations.

The TOGETHER Initiative is comprised of three components:

1. HR Management Fundamentals

Building strategic, people-centred HR systems that strengthen institutional performance

This “state-of-the-art” e-learning course helps SAIs strengthen how they manage their most valuable resource: their people. Aligned with the INTOSAI’s Human Resource Management Handbook (linked below) and expanding beyond existing IDI materials, this course covers the full HR value cycle, from recruitment and development to retention and performance.

Participants complete an Human Resource Management assessment and work with IDI to develop a tailored strategy and action plan for their SAI. The course is available in English, Arabic, and French, with Spanish coming soon.

2. Ethics for Supreme Audit Institutions

Embedding integrity and ethical leadership at the core of SAI governance

Ethics is at the heart of credible, independent, and trusted Supreme Audit Institutions. This component introduces SAIs to the principles of ethical leadership and integrity, highlighting the crucial role of leadership in modelling ethical behaviour.

It explores why ethics is a core pillar of institutional independence, and why not managing it effectively poses significant risks. Building on existing assessment tools and further tailored IDI support, SAIs strengthen their ethics frameworks and work to create cultures grounded in integrity and accountability.

3. Inclusive People Management

Creating inclusive workplaces where everyone can contribute, develop and lead

An inclusive SAI is an effective SAI. This component helps SAIs build HR functions that champion professional development, equitable opportunities, and gender responsiveness. It supports HR teams at any readiness level to take on a stronger role in shaping organisational culture.

By embedding diversity and inclusion across systems and practices, SAIs create workplaces where all staff can contribute, learn, and lead.

Human Resource Management: A Guide for SAIs

Developed by the INTOSAI Capacity Building Committee in collaboration with IDI and other partners, this guide supports SAIs in building modern, effective HRM systems. It provides practical direction on the key dimensions, activities, and good practices that help SAIs elevate their HR functions, strengthen performance, and lead by example as model public sector organisations.

Human Resource Management Framework and Handbook for Supreme Audit Institutions

2019

Designed for HR and training professionals, SAI managers, and staff responsible for institutional strategy, this guide supports SAIs in professionalising their human resources function. Building on the Human Resource Management Strategic Framework and AFROSAI-E’s Integrated Competency Framework, it helps SAIs establish strong foundations for modern HR practices, enabling them to attract, motivate, develop, and retain highly skilled professionals.
