Stand-Alone Bilateral Projects

The Court of Accounts (CdC), relayed in the regions by the six Financial Tribunals (FTs), has greatly benefited from IDI support since 2020.

This support has equipped auditors with gender-responsive approaches to audits and advanced inclusive oversight and relevance of audits for citizens.

Recognising this impact, the Canada Fund for Local Initiatives (CFLI) selected IDI’s project proposal from over 600 applicants to sustain the momentum through the initiative titled “Promoting Inclusive Public Oversight in Madagascar through Gender-Sensitive Audits, Civil Society Engagement, and Accessible Reporting by the Court of Accounts and Financial Tribunals.”  This project aims to complete and consolidate learning to advance inclusiveness in various aspects: performing high-quality audits with gender and inclusion relevance and opening the dialogue with civil society organisations to make audit findings accessible to all.

KEY COMPONENTS OF SUPPORT

C1. Training on gender audit

This activity will resume and complete the gender training series for all CdC and TFs staff, delivered by internal trainers certified by the Canadian Audit & Accountability Foundation. The trainings will take place in a venue in Antananarivo and Toamasina.

C2. Workshop with CSOs on simplification of audit findings

Selected CSOs will actively work with the CdC to identify key messages adressing Malagasy citizens’ needs and interest. The workshop will be moderated by the stakeholder engagement unit of the CdC and main deliverable is a draft simplified report in Malagasy and French languages to make largely available to the public.

C3. Training on risk analysis techniques for public policies with social aspects

The training will be delivered by peer experts from the SAIs of France and Norway, already involved in support to the CdC’s methodology unit. It forms part of a wider curriculum planned to deepen auditors’ ability to use a risk-based approach in their work.

C4. Support to audits with gender and inclusion relevance

This includes an audit on access to drinking water performed by FT Toliara, and an audit on employment opportunities for disabled people carried out by the CdC. Both audits will benefit from financial and technical support, especially when it comes to assessing selected remote locations and presenting the results to local communities and national authorities.
