BUSS – Brokering Upscaled SAI Support

An initiative under the INTOSAI–Donor Cooperation

Connecting Supreme Audit Institutions with the support they need to make public finances work for everyone

When auditors are equipped to do their job well, the government becomes more transparent, corruption risks decrease, and citizens gain better access to information that affects their daily lives. The Brokering Upscaled SAI Support (BUSS) initiative helps Supreme Audit Institutions (SAIs) connect with development partners, form meaningful partnerships, and unlock the resources they need to strengthen public oversight.

Launched in 2022, BUSS is an initiative under the INTOSAI–Donor Cooperation (IDC) and is implemented by the INTOSAI Development Initiative (IDI), with strong support from peers, partners, and development actors across the globe.

Each year, BUSS brings SAIs, donors, and technical partners together through a dedicated event designed to bridge needs with opportunities for support.

Why Support BUSS?

Across the world, SAIs are working to improve how public money is managed and communicated about. Many have ambitious plans but lack access to the right financial, technical, or peer support. BUSS provides the space, facilitation, and matchmaking needed to turn these plans into action.

Our aim is simple:

To scale up support for Supreme Audit Institutions (SAIs) and strengthen their contribution to good governance, transparency, and accountability.

Benefits of BUSS: BUSS complements and strengthens existing cooperation mechanisms with a more agile, responsive, and partnership-centred approach tailored to SAIs
Supports SAIs in articulating their needs based on their national priorities and strategic plans
Facilitates dialogue between SAIs and donors, development partners, and other oversight institutions
Encourages collaboration within and across regions to address shared governance challenges
Mobilises resources that help SAIs contribute more effectively to anti-corruption efforts, public transparency, and accountable service delivery

How BUSS Works

When SAIs are connected to the right partners, good governance becomes achievable. Since its launch, BUSS has already helped SAIs secure attention, partnerships, and resources that were previously out of reach.

BUSS operates year-round, culminating in regional or global convenings that:

  • Brings SAIs and partners together around shared priorities
  • Presents funding and technical cooperation opportunities
  • Creates space for direct conversations, matchmaking and proposal development
  • Leads to new partnerships, improved institutional capacity and measurable change

In September 2025, BUSS convened SAIs and donors in Asia in partnership with the Asian Development Bank (ADB). The event showcased how strategic investment in SAIs can advance transparency, build trust, and deliver better outcomes for citizens.

Who BUSS is for

Whether you work in public financial management, democracy support, transparency, climate finance or institutional strengthening,  BUSS offers a practical way to connect with national institutions driving change. BUSS is currently open to:

  • All INTOSAI member SAIs
  • Development partners, donors, international organisations, foundations, NGOs and others investing in governance, accountability and public financial management.
