Term-End Evaluation of the Global SAI Accountability Initiative (GSAI)
IDI is inviting bids from qualified firms, Supreme Audit Institutions (SAIs), or individual consultants to conduct an independent evaluation of the GSAI Initiative.
The evaluation will provide an independent and evidence-based assessment of the initiative’s design, implementation, results, and emerging effects. It aims to strengthen accountability, generate learning, and support informed decision-making by IDI, INTOSAI–Donor Cooperation (IDC) partners, donors, and participating SAIs.
Eligible bidders must demonstrate experience evaluating governance or capacity development initiatives, familiarity with OECD-DAC evaluation criteria and theory-based evaluation, and independence from the design and delivery of the GSAI Initiative. All team members must be fluent in written and spoken English, and the team should also have proficiency in Arabic, Russian, and Spanish.
