The Caribbean Organization of Supreme Audit Institutions

CAROSAI was established in 1988 to strengthen public sector accountability throughout the Caribbean. There are presently twenty-three (23) members in CAROSAI. CAROSAI is the epitome of diversity, and this can be seen in the three languages spoken across member SAIs, namely: French, Dutch and English.

CAROSAI supports member SAIs in strengthening their capacities, fostering the exchange of experiences among them and enhancing their engagement with stakeholders.

What distinguishes IDI-CAROSAI cooperation?

Collaboration between IDI and CAROSAI started in IDI’s earliest days. It has grown over the years to become deeper, closer, and more diversified. Factors contributing to this are the mutual trust and enhanced communication the two organisations have built. IDI-CAROSAI collaboration is outcome oriented. It is built to last and to produce sustainable results. Another significant aspect of the cooperation is that CAROSAI is mainly constituted of SIDS ( Small Islands Developing States) and IDI support is tailored to address the needs of these SAIs.

What are the cooperation results achieved so far?

As a result of IDI-CAROSAI cooperation, many SAIs’ pools of specialists have been created in various areas like Training Specialists, eLearning specialists, LMS administrators, and ISSAI facilitators in Financial, Compliance and Performance Audit. SAIs benefit from these pools of experts as they can rely on them to strengthen their own capacities. They are also used by CAROSAI and by IDI to support other SAIs from the region and worldwide.

IDI supports SAIs to conduct relevant audits like SDGs audits, climate change adaptation audits, compliance audits of procurements, performance audits, and financial audits. Many of these audits led to SAI-issued quality assurance reports. Cooperation with IDI also helps reinforce organisational and institutional capacities of SAIs. Through their participation in IDI-CAROSAI initiatives, many SAIs were able to develop strategic plans, stakeholder engagement strategies, crises management policies, and human resource management strategies. Others worked with IDI to conduct SAI PMF and other types of assessments.

How do IDI and CAROSAI coordinate their cooperation efforts?

CAROSAI’s Executive Committee is currently chaired by SAI Bahamas. The initiatives are implemented in close collaboration with the CAROSAI Secretariat hosted by SAI Jamaica.
