Auditor General of Ukraine visits the IDI

A delegation from the Accounting Chamber of Ukraine visited the Office of Auditor General of Norway and the IDI.

The IDI was honoured to receive a delegation from the Accounting Chamber of Ukraine at the IDI office in Oslo on 5 September 2019. The delegation presented a summary of the Accounting Chambers new strategic plan and future development needs based on their strategic plan. IDI presented its own capacity development initiatives and activities to the Ukrainian Delegation. It was a fruitful meeting where the two parties also discussed future areas of cooperation.

ISSAI Performance Audit Handbook Meeting

04/07/2019

A team of resource persons from SAI EUA, SAI UK and the PAS Chair is working with IDI to update the IDI Performance Audit Handbook.

This team had a meeting in Oslo from 18 to 20 June 2019 to agree on the structure and contents of the handbook, update and detail the project plan and take stock of the work already completed.  After the meeting, the team will keep working online.

The IDI PA Handbook is a Global Public Good and is developed under IDI Professional SAIs. It is related to the ISSAI Implementation Initiative (3i) programme.

Swedish International Development Cooperation Agency Scales-up Funding for the IDI Strategic Plan

On 23rd April, IDI signed a five-year grant agreement of almost USD 8 million with Sida to fund implementation of the IDI Strategic Plan 2019-23.

The overall objectives of the Grant are effective public external audit by Supreme Audit Institutions, to promote transparency and accountability, effective public financial management, good governance, improved service delivery, fight corruption and contribute to poverty reduction and sustainable development. The grant and implementation arrangements are fully aligned behind the IDI Strategic Plan. The plan itself was developed following a review of implementation of the previous strategic plan, on request of Sida, and extensive stakeholder consultations.

Sida support for IDI reflects Sweden’s development cooperation strategy:

“Sida´s up-scale of the support to IDI´s strategic plan is in-line with the ‘Strategy for Sweden’s development cooperation in the areas of human rights, democracy and the rule of law 2018-2022’. With the entrusted support to IDI Sida is increasing the focus on strengthened democratic principles, processes and governance for independent and transparent societies based on the rule of law, as well as on reduced corruption, increased transparency and accountability – which Sida assesses IDI to be robustly and professionally equipped to contribute to.”

Sida has generously scaled-up its support to 15m Swedish Kroner per year (USD 1,57m) from 11m per year previously. Sida has been a long-term financial partner of the IDI for many years and remains IDI’s second largest donor after Norway, where IDI is located.

IDI invites bids for the contract to develop and deliver emotional intelligence and coaching skills education.

This SYL initiative provides leadership education to SYLs working in SAIs. The initiative will contain two international interactions and online education between the interactions. IDI SPMR SAI PMF Basic Training Course in Oslo

NEW global SPMR SAI Basic Training

Our new IDI Strategy, Performance Measurement and Reporting (SPMR) program was launched globally and addresses institutional capacity development as well as supports Supreme Audit Institutions (SAI) in strategic management for stronger SAI performance. This program will assist SAIs in holistic performance assessment through the SAI Performance Measurement Framework (SAI PMF), in establishing high-quality strategic and operational planning processes, and in setting up integrated mechanisms monitoring and reporting on performance. 

As the first component of this programme, a four-day SPMR SAI PMF Basic Training Course is being held in Oslo from 5 to 8 March 2019. Sixteen participants from six SAIs in the EUROSAI and ASOSAI regions are attending the course. The same course has been and will be run in the other INTOSAI regions.

ADA contributes to implement IDI’s new Strategic Plan – a successful decennial cooperation continues

ADA and IDI have signed a new 5-year contract in support of IDI’s wider work and structures.

The 10 years of successful cooperation between IDI and ADA, built on trust, good cooperation and results, will now continue on a strengthened footing. ADA and IDI have signed a new 5-year contract in support of IDI’s wider work and structures. ADA’s funding will directly contribute to implementing IDI’s Strategic Plan (2019-2023). This support will help to further enhance the performance and capacities of Supreme Audit Institutions in developing countries. 

Einar Gørrissen, Director General of IDI, is pleased about ADA’s funding: “We are delighted to see this long-term partnership thrive and develop. This is for the benefit of SAIs and ultimately for all citizens of developing countries.”

ADA’s support for SAIs in cooperation with IDI started in 2010 with a first contribution to the INTOSAI-Donor Cooperation Secretariat (IDS), which was hosted at the time by IDI. Recognising the importance of SAIs for Good Governance has also prompted ADA to fund IDI’s work with the PAP-APP programme, which focuses on capacity development for some of the most challenged SAIs in Africa. This additional support started in 2018 and is still ongoing.

Martin Ledolter, Managing Director of the Austrian Development Agency, explains why ADA supports IDI’s work with Supreme Audit Institutions: “Promoting transparency and accountability, effective public financial management and fighting corruption are important aspects in ADA’s engagement in developing countries. Supreme Audit Institutions (SAIs) are key stakeholders in this regard. They hold their governments to account for the implementation of public resources and the SDGs”.

ADA’s funding will contribute to the implementation of the IDI Strategic Plan over the full 5-year period (2019-2023). This will benefit all SAIs in developing countries as well as their citizens. ADA’s contribution will be channelled to all key regions and priority countries of the Austrian Development Cooperation. Herramienta de Evaluación de Cumplimiento de la ISSAI (iCAT) de Auditoría Financiera y Guía-Versión 1

Bien Público Global IDI de Auditoria Financiera: Disponibilidad de herramienta iCAT y Guía.

Desde el año 2012, mediante el Programa 3i, la IDI ha apoyado a las Entidades Fiscalizadoras Superiores (EFS) en los países en desarrollo para la implementación de las Normas Internacionales de las Entidades Fiscalizadoras Superiores (ISSAI). La IDI ha pasado de un enfoque “de entrega” basada en programas a otro de “apoyo continuo”, basado en ejes de trabajo. Hay cuatro ejes de trabajo bajo el Plan Estratégico 2019-2023 de la IDI. El desarrollo y mantenimiento de bienes públicos globales para la implementación de las ISSAI sigue siendo el núcleo del eje de trabajo “EFS Profesionales”.

La Herramienta de Evaluación de Cumplimiento de ISSAI (iCAT) y la Guía de Auditoría Financiera, son productos que las EFS pueden utilizar para determinar las ISSAI aplicables en su entorno y para evaluar las necesidades de implementación de ISSAI. Para el uso de las EFS, la IDI ha desarrollado la auditoría financiera iCAT y la Guía-Versión 1, que ahora está disponible en http://www.idi.no/en/idi-library/global-public-goods/issai-implementation-initiative/issai-compliance-assessment-tools-icats . Antes de desarrollar esta Versión-1, el borrador de la Versión-0 se expuso durante un período de 90 días, período durante el cual se invitó a nuestras valiosas partes interesadas a proveer los comentarios del caso.

Launch of new Strategic Plan for SAI Eritrea

At a ceremony held on the 22nd of January in the capital Asmara, the Office of the Auditor General launched its five-year Strategic Plan, 2019–2023.

Mr Gherezgiher Ghebremedhin, Auditor General highlighted the concerted effort made in the development and design of the strategic plan. He called for the participation and support of all stakeholders for its successful implementation. The Auditor General also noted that the strategic plan was prepared in collaboration with the Accelerated Peer Support Partnership Programme (PAP-APP), and highlighted how their continued support will be integral to the implementation of the plan over the coming years. 

Heads of financial institutions and ministries in Asmara were briefed on the main objective, mission and core values of the strategic plan. Mr Gebrezgiabhier placed emphasis on the importance of enhancing the independence of the Office of the Auditor General (OAG) and strengthening the organization and management capacity of the OAG. The Auditor general concluded his remarks by extending his appreciation to the African Organization of English speaking Supreme Audit Institutions (AFROSAI-E), IDI, the members of PAP-APP programme and other stakeholders for their contribution in making the preparation of the strategic plan a success.

The office also received an award of recognition for its work in Performance Audit from the African Organization of English speaking Supreme Audit Institutions (AFROSAI-E). Over 95 government and non-governmental officials from 65 organizations, the representative of the PAP-APP program, Ms Cynthia Mangaba and 83 OAG staff attended the event.

The PAP-APP programme is a joint effort by IDI, AFROSAI-E and CREFIAF which provides intensive to enable SAIs in challenging environments to establish long-term strategic capacity development programs. It is funded by the Austrian Development Agency and the Ministry of Foreign Affairs of Iceland, as well as with in-kind support from the SAIs of Gabon, Ghana, Namibia, Norway, Senegal and Sweden.

MFA Norway supports IDI/AFROSAI-E’s cooperation with the Federal Audit Office of Somalia

The INTOSAI Development Initiative (IDI) will together with the African Organisation of English Speaking Supreme Audit Institution (AFROSAI-E)   work closely with the Federal Audit Office of Somalia for the next three years. The Norwegian Ministry of Foreign Affairs supports the project financially with 3,5 million NOK for 2018-2020.

The main goal of the project is to enable the Federal Audit Office of Somalia to implement their strategic plan for 2018-2020, especially in the areas of auditing, internal governance and new legal framework.  A combination of technical advice and logistical support is provided. Technical advisors are organized in teams with representatives of IDI and AFROSAI-E, as well as the Supreme Audit Institutions of Botswana, Uganda and Ethiopia.
 “We in IDI are grateful to MFA Norway for the grant as it enables us to step up our support and meet the request for support of an ambitious audit office,” says IDI Director General Mr. Einar Gørrissen. “Worldwide experiences of SAI capacity development show that peer-to-peer cooperation is the preferred option for recipient SAIs, and provides a good mechanism for sustainable and long-term capacity development support.”
“The Federal Audit Office of Somalia can play a key role in promoting good governance in Somalia,” says the Norwegian Special Envoy to Somalia, Mr. Vebjørn Heines. “Through their audits, the audit office can show areas for improvement in public financial management and service delivery, and enable the Somali Parliament to hold the government accountable. Our expectation is that the Federal Audit Office will get enhanced capacity and independence in the next years as stated in the Somalia National Development plan for 2017-19.”
