IDI-ADB Lessons Learned and hands on support in Timor Leste

Representatives from the Camara de Contas, development partners, and key stakeholders gathered for the Lessons Learned and Future Direction Workshop on Consolidated Sustainable Financial Audit Reforms.
A major milestone of the workshop was the official launch of the ISSAI-based Financial Audit Manual of the Camara de Contas, an important step toward delivering high-quality, high-impact audits that provide value and benefits to citizens.
Over the past two years, the reform journey supported by the Asian Development Bank (ADB), through the Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR), and implemented in collaboration with the INTOSAI Development Initiative (IDI), contributed to three major institutional milestones:
✅ Adoption of ISSAIs as authoritative auditing standards
📘 Development and piloting of a Financial Audit Manual
🔎 Establishment of a System of Audit Quality Management (SoAQM)
ADB Country Director Ms Stefania Dina highlighted that sustaining reforms requires “alignment, continuity, and shared commitment,” emphasising that collaboration has been central to the reform journey — through the leadership of the Camara de Contas, the technical support of IDI, the support of ADB and JFPR, and the engagement of government institutions and development partners.
H.E. Yamamoto Yasushi, Ambassador of Japan to Timor-Leste, stressed that “strong and independent audit institutions help build public trust,” while reaffirming Japan’s continued support to the Camara de Contas “not only as a donor, but as a long-term and trusted partner.”
