OECD – Organisation for Economic Co-operation and Development
Setting international standards for stronger, fairer public financial management systems.
As a leader in global standard-setting, the OECD brings its deep policy expertise to the Global Project. From taxation to public integrity, the OECD has helped shape international frameworks; and now, it’s co-developing the Principles on SAI Independence. Their role strengthens the project’s legitimacy and links it to broader governance reforms across countries and regions.
INTOSAI General Secretariat
Custodian of INTOSAI’s principles, linking global standards to SAI independence.
As the institutional memory and standard-setter of the global SAI community, the INTOSAI General Secretariat ensures alignment with core principles like those in the Lima and Mexico Declarations. With over 150 SAIs under its umbrella, it brings authority, reach and credibility to the project, anchoring it in INTOSAI’s long-standing commitment to independence.
INTOSAI PFAC – Policy, Finance and Administration Committee
Coordinating efforts, driving donor engagement and connecting global SAI initiatives.
PFAC plays a central role in aligning the project with INTOSAI’s broader strategic vision. Chaired by Saudi Arabia and vice-chaired by the US GAO, PFAC supports strong partner coordination, donor engagement, and the collection of meaningful data across all regions. As INTOSAI’s connective hub, it helps amplify the impact and uptake of the Global Project within the SAI community and beyond.
SECO – Swiss State Secretariat for Economic Affairs
Long-time champion of good governance and institutional strengthening for SAIs.
SECO brings decades of trusted support to SAIs around the world, including through IDI’s Strategic Management and Performance Measurement (SPMR) programme. As a donor and strategic partner in this project, SECO provides not support, but also a strong policy voice for independence and accountability, rooted in its commitment to inclusive economic growth and sound governance.

The Global Project also benefits from collaboration with the World Bank and the IMF, whose knowledge of public financial management systems and country-level realities helps ensure the work is grounded, relevant and action-oriented.
