About OLACEFS

Organization of Supreme Audit Institutions (SAIs) from Latin America and the Caribbean

OLACEFS has 22 SAI members, the majority of which are Spanish-speaking countries. They share many commonalities that enable a fluent interaction between members.

SAIs from OLACEFS vary in terms or mandates, level of development, size, budgets, and local visibility, all of which lead to diverse needs and priorities. Leveraging on an almost common language, this diversity translates into numerous working groups addressing a spectrum of matters. To facilitate dialogue on specific solutions to problems that are rooted in a similar context, OLACEFS SAIs are also organized into two subregional groups: EFSUR (12 SAIs from South America) and OCCEFS (10 SAIs from Central America and the Caribbean).

Why OLACEFS – IDI Cooperation Matters

Relation between IDI and OLACEFS is mutually beneficial.

IDI’s support offers benefits to OLACEFS SAIs through its connection to INTOSAI bodies and regions and experience in capacity development. The initiatives that IDI develops are relevant to, and often contextualised for the case of the SAIs from OLACEFS, enhancing ownership.

At the same time, IDI finds that the rich interaction and collective experience of the SAIs from OLACEFS usually adds value to the discussions in relation to relevant topics for SAIs, underlying trends and impact of initiative-based solutions.

While OLACEFS SAIs engage in IDI initiatives as participants, they regularly provide crucial in-kind support. They are increasingly contributing more in terms of knowledge sharing on specific topics. These contributions vary depending on each SAI’s context and expertise.

Working with the OLACEFS Governing bodies

IDI maintains regular and constructive dialogue with OLACEFS’ governance structures:
  • OLACEFS Presidency; currently held by the SAI of Paraguay, Contraloría General de la República (term 2022-2025).
  • OLACEFS Executive Secretariat; currently held by the SAI of Mexico, Auditoría Superior de la Federación (term 2022-2028).
  • OLACEFS Governing Board (seven members); composed of the President and Executive Secretariat of OLACEFS, the President of the sub-regional groups EFSUR and OCCEFS, the SAI hosting the next Congress and two elected members.
In addition, IDI participates in various OLACEFS meetings and committees.
  • IDI participates in all OLACEFS ordinary Board meetings (twice a year) and at OLACEFS Ordinary Annual Assembly.
  • Under IDI-OLACEFS Institutional Cooperation Mechanism (ICM), representatives from IDI and OLACEFS´ Presidency, Executive Secretariat and the Capacity Development Committee hold high level meetings for discussing aspects of coordination and synergy leading to a more efficient cooperation with OLACEFS. These meetings occur twice a year, one of them being implemented in conjunction with the OLACEFS Ordinary Annual Assembly
  • In recognition of the strategic relevance of OLACEFS Capacity Development Committee, IDI participates in the annual technical meeting of this group.
  • IDI maintains a regular interaction with OLACEFS SAI Independence Reference Group, composed of the President and Executive Secretariat of OLACEFS, the President of EFSUR and OCCEFS.
  • Upon request, IDI holds meetings with other working groups of OLACEFS or member SAIs.

Development of SAI institutional plans (including implementation of SAI-PMF reviews). Classes for top and mid-leadership. Launch of initiative on human resources. Collaboration on initiative related to digital transformation, AI and ICT governance
Certification of auditors, growth of SAI young leaders, developing quality systems for audit management (in accordance to revised international standards), and planning for impact
Auditors leveraging on technology, climate change adaptation actions, auditing for inclusion, auditing the implementation of SDGS and sustainability reporting
