What is the CADRE Project?

The CADRE Project, or Collaboration, Action, and Dialogue to Strengthen the Engagement of Supreme Audit Institutions (SAIs) and Civil Society Organisations (CSOs), aims to enhance public financial management (PFM) in Malawi and Zambia.

Launched in early 2024, this initiative is spearheaded by the INTOSAI Development Initiative (IDI) in partnership with the National Audit Office of Malawi, the African Institute of Corporate Citizenship (AICC), the Office of the Auditor General in Zambia, and Transparency International- Zambia.

 

Generously supported by the French Ministry for Europe and Foreign Affairs, this two-year, dual country project focuses on fostering collaboration between SAIs and CSOs to improve governance, transparency, and accountability in public financial processes. Activities to -date include knowledge-sharing workshops and stakeholder meetings, which have our partners identify challenges, share best practices, and develop actionable work plans with key actors at the country level. Recent events have emphasised the importance of dialogue and partnership in strengthening PFM, with input from key stakeholders.

 

By building connections and enhancing engagement, the CADRE Project seeks to create a sustainable impact on public financial management in both countries, ultimately contributing to better governance and accountability. Over the next two years, the project aims to strengthen participants’ knowledge of PFM topics and build their capacities in communications and advocacy work on the ground.

Over the next two years, the CADRE Project will focus on implementing the roadmaps developed in Malawi and Zambia for CSO advocacy, ensuring that civil society organisations are equipped to champion the independence and effectiveness of Supreme Audit Institutions.

Key upcoming activities include the facilitation of a Lessons Learned Joint Workshop with SAIs and CSOs, where guidelines will be developed for CSO engagement in the audit process. This will be a critical step towards formalising collaboration between SAIs and CSOs throughout the budget cycle to enhance accountability.

Additional workshops will be organised with CSOs and accountability stakeholders to discuss country-specific PFM issues, fostering dialogue that addresses governance challenges from a multi-stakeholder perspective. CADRE will also expand its capacity development programming to target advocacy and communications by offering tailored training to stakeholders and partners at the country level.

These initiatives aim to strengthen the influence of accountability actors on national PFM reforms and promote greater transparency and accountability in the management of public resources. By deepening partnerships and enhancing the skills of local actors, the CADRE Project seeks to drive sustainable change in governance frameworks across participating countries and beyond.
