Saudi FISP- Saudi Fund for Improved SAI Performance (FISP)
Practical support, led by SAIs, for stronger audit institutions
Established by the General Court of Audit of the Kingdom of Saudi Arabia (GCA) in 2020, and administered by the INTOSAI Development Initiative (IDI), FISP provides direct, flexible grants to SAIs to address their most pressing operational needs, as defined by them.
From laptops for remote auditing, to training programmes, digital tools, and data systems, FISP enables SAIs to move from plans to action.

Why FISP?
SAIs play a critical role in safeguarding public resources and strengthening accountability. But, from outdated technology to gaps in skills and systems, many of these institutions face practical constraints that limit their impact.
FISP responds to these realities with fast, targeted support that is:
- SAI-led – priorities are set by SAIs themselves
- Practical – focused on real operational needs
- Accessible – simple application process and rapid implementation
- Strategic – aligned with SAI development plans and reform efforts
Through FISP, GCA has become an active donor SAI, demonstrating what peer-to-peer solidarity within INTOSAI can look like in practice.
What can FISP support?
Grants of up to USD 40,000
Grants of up to USD 40,000 can be used for:
- Capacity development activities
- Training programmes for staff
- ICT solutions to strengthen audit work
Projects
Typical projects include:
- Equipment for remote and field-based auditing
- Internet connectivity and digital audit systems
- Software licences and staff training
- Tools to improve internal communication and data management
Projects must be implemented within one year and show clear, measurable results for the SAI’s operations.
How to Apply
Applications must be:
- Signed by the Head of SAI (or acting principal)
- Linked to a clear problem and solution
- Accompanied by a simple implementation plan and budget
- Submitted using an SAI or government treasury bank account
Funds cannot be channelled through third parties or embassies, ensuring transparency and accountability.
