Participants from IDI reported on the IDI-ASOSAI Capacity Development Cooperation results to the Governing Board since the last Governing Board Meeting. It also informed the Board on the new Strategic Plan of the IDI and that it will be moving from its current approach of programme-based capacity development to a continuously based intervention within the four workstreams of Independent SAIs, Well-governed SAIs, Professional SAIs and Relevant SAIs. In preparing for moving to this new approach, the IDI made a draft proposal for a long-term partnership framework between IDI and ASOSAI for capacity development initiatives in the ASOSAI region.
SAI of Japan who is the Capacity Development Administrator of ASOSAI presented the draft framework of a long-term partnership between IDI and ASOSAI to the Governing Board for its approval. The Board accordingly approved the framework for implementation within the IDI’s strategic plan period 2019-2023. The framework suggests the broad areas of cooperation such as Auditing SDGs, Data Analytics, SAI PMF, ISSAI Implementation, Ongoing support and Participation in Global Initiatives. It was agreed that specific programmes and activities within this broad framework will be discussed and agreed annually between the IDI and ASOSAI Capacity Development Administrator (CDA).
Among others that were relevant to the role of IDI in ASOSAI region, the Governing Board approved the newly proposed IDI-ASOSAI Regional SAI PMF Implementation Plan. The ASOSAI Capacity Development Administrator submitted to the Board that 18 SAIs from the ASOSAI home group expressed an interest to participate in the programme based on the needs survey conducted in 2018. The ASOSAI CDA mentioned that other SAIs who are not in the list of 18 may also apply to the IDI for this support. The plan will be implemented in 2019.
Prior to attending 52nd Governing Board Meeting, the IDI attended Tripartite Meeting with ASOSAI General Secretariat and ASOSAI CDA, ASOSAI Capacity Development Committee Meeting, and Meeting of Task Force for ASOSAI Strategic Plan Management. While the capacity development activities get discussed at the Tripartite and Capacity Development Committee meetings and agree on matters to be submitted to the Governing Board Meetings, IDI provides technical input to the Strategic Plan Management Task Force including areas such as performance indicators and performance measurement system of the strategic plan.
The IDI also attended the 53rd Governing Board Meeting, which was held immediately after the conclusion of the 14th ASOSAI Assembly on 22 September, which marked the first chairing of a meeting by the new Chair of the ASOSAI (SAI Vietnam) and as assisted by the new General Secretariat (SAI China). The next Governing Board Meeting (54th) will be held in Kuwait, while the 55th meeting in 2021 will be hosted by the SAI of Bangladesh.

second day of the 14th ASOSAI Assembly held from 19-22 September 2018 in Hanoi, Vietnam was dedicated to 7th Symposium of the ASOSAI on the theme: “Environmental auditing for sustainable development”. The symposium comprised of three sessions, namely the 1st plenary session, a group discussion session and 2nd plenary session.
IDI was invited as one of the speakers to lead the discussion session on the topic; ‘Role of SAIs in SDGs’. Archana Shirsat, Deputy Director General of the IDI made a brief presentation on ‘SAIs making a difference by engaging with SDGs’ before engaging into a discussion on the topic. She touched upon three basic questions on auditing SDGs: 1) Why does auditing SDGs matter? 2) What is different about auditing SDGs? and 3) How can SAIs make a difference? A total of 15 SAIs registered the country papers for the symposium on environmental auditing and the role of SAIs in SDGs. SAIs of Vietnam, Malaysia, Indonesia, China, Nepal and Australia presented their papers at the symposium, while some of them participated in the plenary discussion to share their perspective. Jimmy Greer, Head of Sustainability of ACCA who was also leading the discussion session shared ACCA’s perspective of Environmental Audit and SDGs and emphasised the greater role of SAIs in dealing with national development plan issues linked to SDGs.
