About SPMR

Strategic management is essential for SAIs to maximise their impact. While many SAIs have strategic plans, fewer effectively integrate them into their operations or use them to measure and report on performance. Research shows that while over 80% of SAIs in developing countries have strategic and operational plans, only 28% have strong planning cycles that connect strategy, operations, and performance measurement.

SPMR bridges this gap by providing practical tools, training, and support to help SAIs improve strategic management and decision-making. The initiative promotes good governance by ensuring SAIs can measure their progress and report effectively on their impact.

How SPMR Works

SPMR delivers support through a mix of:

  • Workshops – In-person events fostering peer learning and collaboration.
  • eLearning and webinars – Flexible online training opportunities.
  • Remote support – Ongoing assistance from experts.
  • In-country visits – Hands-on guidance tailored to each SAI’s context.

SPMR follows a structured cycle, with five main stages: Assessment of the current situation (SAI PMF and stakeholder analysis), Strategic Planning, Operational Planning, and Implementation & Reporting.
