Unlocking the Power of ICT Governance with pICTure

Technology is transforming the way organisations operate, and Supreme Audit Institutions (SAIs) are no exception. As digital tools and systems evolve, the need for strong ICT governance has never been greater. pICTure, an initiative by the INTOSAI Development Initiative (IDI), is designed to empower SAIs to harness technology effectively and strategically—ensuring digitalisation drives better governance, transparency, and impact.

ICT governance isn’t just about technology—it’s about strategy, oversight, and transformation. Effective ICT governance ensures that technology is aligned with institutional goals, risks are managed, digital investments deliver real value and organisational structures are in place to ensure effective decision-making, oversight and implementation of ICT. Yet, many SAIs face challenges in integrating ICT into their operations. The 2023 Global SAI Stocktaking

Report revealed:

• Only 50% of SAIs have a dedicated digitalisation strategy

• Just 41% have a plan for enhancing digital competency

• A third lack designated staff to address ICT issues

• Only 31% monitor the intended benefits of digitalisation

pICTure is here to change that.

pICTure provides a comprehensive approach to ICT governance, equipping SAIs with the tools, knowledge, and strategies to make digitalisation work for them.
