The TOGETHER Initiative builds on pre-existing resources in the area of HRM for SAIs. These resources and the frameworks they provide, are referred to in the Initiative approach.

The aim of this Guide developed by the INTOSAI Capacity building in collaboration with several stakeholders including the IDI, is to help SAIs to fully succeed at HRM by providing guidance regarding the key dimensions and activities of a modern HRM function.
