EC enables stronger support for some of the most challenged audit offices in Africa

PAP-APP is a joint initiative of IDI, AFROSAI-E and CREFIAF established in 2018. The first phase of the programme focused on providing in-depth bilateral support to SAIs operating in some of the most difficult circumstances, including DRC, Eritrea, The Gambia, Guinea, Madagascar, Niger, Sierra Leone, Togo and Zimbabwe.

The second phase will include a new emphasis on cross-country learning and capacity building of support providers. It will also have a global outreach component to share experiences and good practices in supporting challenged SAIs in areas such as strategic change management, external support coordination and gender equality.

The European Commission sees a clear link between the programme and the SDGs: Supreme Audit Institutions are a key democratic institution, and they are a critical link in a country’s accountability chain. This funding will help build effective, accountable and inclusive institutions in line with SDG target 16.6. Sustainable development needs effective institutions to implement national policies for poverty reduction. Most challenged supreme audit institutions will get another boost strengthening their capacity to work while respecting their independence. More capacity-building will make for better quality audits and equip SAIs to face new challenges, such as preparedness to implement the SDGs or fully gender-relevant audits.

The Director General of IDI, Mr Einar Gørrissen, is excited about the grant from the EC: “Together with our regional partners, we have spent the last year and a half supporting these SAIs to strengthen their strategic management systems and better coordinate external support. The new funding from the EU will enable us to not only continue this important bilateral work but also leverage synergies across the country projects and share good practices with other providers.”

This funding falls under the European Commission’s Collect More Spend Better strategy and the Global Public Goods and Challenges programme. It will run January 2020 through December 2023.

The PAP-APP Phase 1 has been funded by the Austrian Development Agency, the Ministry of Foreign Affairs of Iceland, the Ministry of Europe and Foreign Affairs of France, SAI Qatar and DFID, as well as in-kind support from the SAIs of Gabon, Ghana, Namibia, Norway, Senegal and Sweden.
