SAI Young Leaders update

The INTOSAI Development Initiative (IDI) launched the SAI Young Leaders Programme in November 2015 as its contribution to ongoing leadership initiatives in the INTOSAI community. This programme aims to produce ‘Changed SAI Young Leaders contributing to positive change in SAIs’. While focusing on young leaders, the programme recognizes that individual development alone is not enough, it needs to lead to a positive impact on the development of the SAI.

The IDI received about 70 applications from SAI Young Leaders in SAIs from all INTOSAI regions. After a two-level selection process consisting of screening change strategy proposals and interviews, 25 SAI Young Leaders from 20 SAIs were selected by the end of 2017.

One of the first activities of the programme was a two-week interactive workshop for SAI Young Leaders and their coaches. This workshop consisted of theory, experience sharing and application sessions on several topics included in the four clusters – Discover Self, Discover Universe, Grow People and Create value. SYLs and their coaches were exposed to theory and best practices by leadership development practitioners, IDI, INTOSAI. This workshop was hosted by the Office of the Comptroller and Auditor General of India from 19-29 March 2018.

24 SYLs have developed an integrated SYL change plan. This plan includes a ‘Me’ plan for their own development, a ‘Coaching’ plan for the interaction between SYLs and their coaches, an ‘Exposure’ plan for exposing them to their environment and the SAI Change strategy proposal.

20 SYLs have successfully implemented the first milestone in the change strategy proposals and are invited to participate in the ‘SYL and SAI Leadership’ International Interaction. This interaction is scheduled to be held in Washington DC from 15 to 25 October 2018. One-day lessons learned meeting will be held on 26 October 2018. The Government Accountability Office of USA has kindly agreed to host this workshop.

During the first days of this workshop, SYLs will be trained in different aspects of leadership, including self-expression, communication, influencing, relationship management etc. SYLs will also visit international organisations like the UN and World Bank. On 24 and 25 of October, each SYL will present the results of the implementation of their change strategy and discuss sustainability measures for their projects.

The IDI is also planning to give an ‘IDI Award for “Best Change Initiative”.
