SAI Madagascar webinar improves performance audit planning

The Court of Accounts of Madagascar is working on their ability to plan performance audits in areas of high added value for the national economy, in order to assess the implementation and achievement of government priorities.

This week, the Court of Accounts of Madagascar, in collaboration with INTOSAI Development Initiative (#IDI) and the Office of the Auditor General of Norway (#Riksrevisjonen) organized a workshop as part of TANTANA project funded by #USAID.

The workshop was held online and experienced auditors from the Office of the Auditor General of Norway shared good practices of performance audit planning with magistrates of the Court and the Financial Tribunals. The objective was to strengthen technical abilities of the financial magistrates around the principles of a good performance audit planning to withdraw best practices, in compliance with ISSAI standards and adjusted to the context in Madagascar. It was a learning experience where existing practices were consolidated to reinforce the technical skills of the auditors of the Court, namely for the selection of key controls for such audits.

The discussion was punchy, constructive and demonstrated the commitment of the Court to maximize the impact of their future performance audit, including the audit of the rice sector and of the transfers and subsidies to public establishments, planned for this year ultimately aiming at improving public funds management.

This webinar counts as one of the significant activities in TANTANA project because good planning is a prerequisite for the success of an assignment.

La Cour des comptes de Madagascar renforce sa capacité à planifier des audits de performance dans les secteurs à forte valeur ajoutée sur l’économie nationale, dans le but d’évaluer la mise en œuvre et l’atteinte des priorités de l’Etat.

Cette semaine, la #Cour des Comptes de Madagascar, en collaboration avec l’Initiative de développement de l’INTOSAI (#IDI), et le Bureau du Vérificateur Général de Norvège (#Riksrevisjonen) ont organisé un atelier dans le cadre du projet TANTANA financé par #USAID Madagascar.

L’atelier a pris la forme d’un webinaire durant lequel les auditeurs expérimentés du Bureau du Vérificateur Général des Comptes de Norvège ont partagé leurs expériences en matière de planification d’audit de performance avec les magistrats financiers de la Cour des Comptes et des tribunaux financiers. L’objectif de ce webinaire étant de renforcer les capacités techniques des magistrats financiers sur les principes d’une bonne planification d’un audit de performance et d’en tirer de meilleures pratiques, conformément aux normes ISSAI et pouvant être appliquées dans le contexte malgache. Ce partage était enrichissant et a permis de consolider les pratiques existantes pour renforcer les capacités techniques des vérificateurs de la Cour, notamment pour sélectionner les thèmes de contrôles prioritaires pour ce type d’audit.

L’échange a été constructif, dynamique et a démontré l’engagement de la Cour à maximiser l’impact des audits de performance qu’elle réalisera dans le futur, dont notamment l’audit de la filière rizicole et des transferts et subventions aux établissements publics prévus pour cette année avec pour finalité l’amélioration de gestion des fonds publics.

Ce webinaire organisé dans le cadre du projet TANTANA, comptera parmi ses activités importantes car une bonne planification conditionne la réussite d’une mission.
