Following the rollout of the Strategy, Performance Measurement and Reporting (SPMR) Initiative in the AFROSAI-E region, an SAI PMF Basic training course was conducted in Pretoria, South Africa from 25th to 28th February 2019. The training was attended by 17 participants from 5 SAIs participating in the SPMR Initiative, namely; Botswana, Eswatini, Ghana, Mozambique and Rwanda. In addition, 10 Technical Managers from the AFROSAI-E Secretariat and 2 officers from the SAIs of Uganda and Zambia joined the basic training bringing the total number of participants to 29.
The purpose of the SAI PMF basic training course was to prepare SAIs participating in the SPMR Initiative in the AFROSAI-E region take their first step which is, conducting a needs assessment of their institutions using the SAI PMF. The SAI PMF is the preferred method of carrying out the needs assessment due to its unique feature of being a holistic and evidence-based performance assessment of the strengths, weaknesses and capacity development needs of an SAI.
The main objective of the SPMR Initiative is to have, within the INTOSAI regions, SAIs that are strategically managed for higher performance. To achieve this, SAIs are required to develop good strategic plans that are founded on a strong needs assessment. A needs assessment based on the SAI PMF will enable the SAIs in AFROSAI-E to identify key strategic issues that will be addressed in the strategy formulation phase of the Initiative planned to commence early 2019. An SAI PMF assessment also provides an opportunity for the SAI to demonstrate its value and benefits to the lives of citizens.
