Today the INCOSAI Congress approved the new  pdf SAI PMF Implementation Strategy 2020 22 (229 KB) . The Strategy was developed under the strategic guidance and leadership of the INTOSAI Capacity Building Committee (CBC). It was drafted by the IDI as the operational lead on SAI PMF. Key INTOSAI bodies and other stakeholders were also consulted.

The Strategy represents an update of the first SAI PMF implementation strategy 2017-2019. It is prepared in anticipation of a more comprehensive revision for the period 2023 and beyond, in line with probable changes in the SAI PMF assessment framework.

The Strategy retains its strategic and operational focus towards ensuring that SAI PMF is recognized as a holistic tool for performance measurement and towards supporting high-quality, credible and relevant assessments. Some of the key priorities for the period 2020-2022 will be on continuous support provision for assessment teams, on promoting the sharing of SAI PMF results, on aligning the framework to anticipated revisions in the ISSAIs, and on development of guidance on how SAI PMF could be used for monitoring purposes.

The Strategy also places a strong focus on supporting SAIs on the use of SAI PMF results. To that end, in 2018, the IDI launched its Strategy, Performance Measurement and Reporting initiative (SPMR) supports more than 30 SAIs in doing a SAI PMF assessment through a facilitated approach. On that basis, SPMR assists participating SAIs through a combination of regional, remote and on-site support on preparing a strategic plan, and setting up strong operational planning, monitoring and reporting mechanisms to improve their strategic management. The SPMR initiative is co-funded by the Swiss State Secretariat for Economic Affairs (SECO) and is implemented in all seven INTOSAI regions.
