SPMR - SAI PMF Review workshop in Chad 27-31 January 2020

Hosted in N’Djamena by SAI Chad, the CREFIAF group of the Strategy, Performance Measurement and Reporting (SPMR) initiative met for the second time to review the results of their SAI PMF self-assessments. The CREFIAF group consists of six SAIs: Chad, Comoros, Ivory Coast, Cameroon, the Central African Republic and Cape Verde.

The SPMR initiative supports the whole strategic management cycle of the participating SAIs over the course of four years and is supported by the Swiss Secretariat for the Economy (SECO).

Fifteen participants from five French-speaking African SAIs reviewed their SAI PMF work so far and worked towards filling gaps in the work. In addition, the two participants from the sixth SAI, SAI Cape Verde, shared their experiences from undertaking the SAI PMF, as they completed their assessment in 2018.

The president of SAI Chad, Mrs Zara Brahim Mahamat Itno, opened the workshop. In her opening speech, she highlighted that participation in the SPMR initiative demonstrates the willingness of the SAIs to strengthen their organizational capacity in order to improve their performance.

For the first half of the workshop, the participants worked on their SAI PMF assessments – to move one step further towards a complete, final report.

In the second part of the workshop, the participants used the preliminary findings from the SAI PMF work to analyze the SAIs’ main strengths and weaknesses and the interlinkages between them.

The Cape Verde team shared their experiences from undertaking the SAI PMF assessment in 2018 and explained the independent review process by IDI.

Altogether, the results of this work and a stakeholder analysis that the nominated strategic planning team for the SPMR will undertake in the next few weeks, will form the basis for the work ahead in the next workshop in April in Abidjan, Côte d’Ivoire.

In this workshop, the participants will start the process of designing new strategic plans or reviewing existing ones.

The Head of the Section of Publics Accounts Judgement of the Chamber of Accounts of Chad, Mr Ousman Mamadou Affono, made the closing remarks for the workshop on behalf of the President of SAI Chad. IDI thanked the participants and SAI Chad for their excellent contribution to organizing the workshop.


 

SPMR - Atélier de révision du CMP ISC au Tchad 27-31 janvier 2020.

Hébergé à N’Djamena par l’ISC Tchad, le groupe CREFIAF de l’initiative Stratégie, mesure du rendement et rapports (SPMR) s’est réuni pour la deuxième fois pour examiner les résultats de leurs auto-évaluations du CMP ISC. Le groupe CREFIAF est composé de six ISC: Tchad, Comores, Côte d'Ivoire, Cameroun, République centrafricaine et Cap-Vert.

L'initiative SPMR soutient l'ensemble du cycle de gestion stratégique des ISC participantes sur une période de quatre ans et est soutenue par le Secrétariat suisse à l'économie (SECO).

Quinze participants de cinq ISC africaines francophones ont examiné jusqu'à présent leur travail sur le CMP des ISC et ont travaillé à combler les lacunes dans le travail. En outre, les deux participants de la sixième ISC, l'ISC du Cap-Vert, ont partagé leurs expériences de la mise en œuvre du CMP ISC, alors qu'ils achevaient leur évaluation en 2018.

La présidente de l'ISC Tchad, Mme Zara Brahim Mahamat Itno, a ouvert l'atelier. Dans son discours d'ouverture, elle a souligné que la participation à l'initiative SPMR démontre la volonté des ISC de renforcer leur capacité organisationnelle afin d'améliorer leur performance.

Pour la première moitié de l'atelier, les participants ont travaillé sur leurs évaluations du CMP ISC - pour aller plus loin vers un rapport final complet.

Les équipes des ISC de Cameroun et Tchad discutent et examinent ses conclusions préliminaires sur l'évaluation de CMP ISC.

Dans la deuxième partie de l'atélier, les participants ont utilisé les résultats préliminaires des travaux e CPM ISC pour analyser les principales forces et faiblesses des ISCs et les liens entre elles.

L'équipe du Cap-Vert a partagé son expérience de la réalisation de l'évaluation de CMP ISC en 2018 et a expliqué le processus d'examen indépendant par l'IDI.

Au total, les résultats de ces travaux et une analyse des parties prenantes que l’équipe de planification stratégique nommée pour le SPMR entreprendra au cours des prochaines semaines, constitueront la base des travaux à venir lors du prochain atélier en avril à Abidjan, en Côte d’Ivoire.

Dans cet atelier, les participants entameront le processus de conception de nouveaux plans stratégiques ou de révision des plans existants.

 Le Chef de la Section des Comptes Publics du Jugement de la Chambre des Comptes du Tchad, M. Ousman Mamadou Affono, a prononcé le discours de clôture de l'atelier au nom du Président de l'ISC Tchad. L'IDI a remercié les participants et l'ISC Tchad pour leur excellente contribution à l'organisation de l'atélier.
